Dr. William L. Vail, President, is the Federal Occupational Health Field Consultant at Edwards Air Force Base, the mental health professional responsible for 3000 employees in the Civilian Employee Assistance Program (CEAP). He is licensed as a Marriage and Family Therapist in the State of California, with Masters Degrees in Theology and Psychology and a Ph.D. in Psychology. Bill retired as a pastor after 35 years and has been a psychotherapist with a private practice for 16 years.
Dr. Vail is certified by the International Critical Incidence Stress Foundation (ICISF), and is a member of the Federal Occupational Health National Response Team. In this role he has worked with victims in the aftermaths of the attack on the World Trade Center, four hurricanes, including Katrina, a coal mine disaster, and several aircraft accidents.
Dr. Vail has done social action projects all over the world (India, Thailand, Egypt, Chile).
He and his wife have been happily married for 42 years and they have a son Noah, who is 26 years old, daughter-in-law Christina, and grandson William.
Dr. James A. Green II, Vice-president, received a B.S. in Chemistry from Pepperdine University and Ph.D. in Chemistry from the University of Southern California. He worked in industrial chemical research for Eastman Kodak and Unocal for 19 years, receiving 26 patents. In 1992, in a mid-life career change, he and his wife Cheryl moved to Chile where they worked for eight years as missionaries. There they formed an institute for cross-cultural studies for college students and planted a local church outside of Santiago. In 2000, they returned to the U.S., taking teaching positions at Hillcrest Christian School in Granada Hills, CA, where they are now working. They continue to administer the work of the mission in Chile from the U.S.
Jim and Cheryl have been married for 42 years and have two children, Peter and Rachel, and five grandchildren, Andrew, Iliana, Taiel, Maia, and Abigail. With the exception of Andrew, who is 15 and too cool, they are squeezable.
Dr. David B. Green, Secretary/Treasurer, has been a professor of analytical chemistry at Pepperdine University since 1986. He received a B.S. in Chemistry at Abilene Christian University and the Ph.D. in Chemistry at the University of California, Riverside. He is a specialist in trace and ultra-trace chemical analysis.
His passion for education extends from the university classroom and laboratory to grade school, high school, and community programs in chemistry, physics, and astronomy. With Dr. James Green, he co-leads a yearly Sierra Nevada highcountry backpack trip for high school and college students.
For nearly 20 years he has been the pastor for an outpost mission to bring weekly worship services to the residents of a retirement home in Thousand Oaks, CA. He strongly promotes in the classroom and churches the reconciliation of faith and science.
David and his wife of 25 years Daphne have two children, Sarah and Emily.
Each year since 2001, the Greens have taken groups of high school students to Chile to work with their church in projects of social action. Along with Dr. David Green, Jim co-leads each year a Sierra Nevada highcountry backpack trip for high school and college students.
Dr. Craig W. Helmstedter is the Associate Superintendent of Ocean View School District. This school district serves approximately 2500 pre-kindergarten through eighth grades students, the majority of these students are English learners. Craig holds multiple subjects and administrative services credentials with a Masters Degree in Educational Administration and a Doctor of Education in Organizational Leadership.
Craig has worked in several school districts in Kern and Ventura counties. He taught first, third and sixth grades before moving into administration. He has administered schools at the elementary and middle school level. As a central office administrator, he currently oversees Human Resources, Maintenance and Operations, Risk Management, Technology Services, and Transportation.
Craig is married to Peggy and has two children Russell and Matthew. Russell is finishing college coursework to teach math at the high school level and Matthew is a United States Marine.
Peggy A. Helmstedter is a counselor at Pacifica High School in Oxnard, California. She received both her B. A. in Human Development (2004) and M. A. in School Counseling with a clear credential in Pupil Personnel Services (2006) from Azusa Pacific University.
Peggy has worked in education for approximately 20 years beginning as a pre-school teacher. For eleven years she taught 2-5 year olds and worked closely with their parents at Bakersfield Parent Nursery School, a non-profit co-op. While earning her degrees she worked for the Ventura County Office of Education as a paraeducator with high school and post secondary (18-22 year old) students who have moderate to severe special needs.
Peggy has been married to the lucky Craig Helmstedter for 26 blissful years. She is the proud mother of 23 year old Russell, future educator, and 21 year old Matthew, U. S. Marine. She is also praying fervently for her sons’ future wives (whoever they may be!) as she anxiously awaits the blessings of someday having grandchildren.
